Baada ya M23 kukamata Goma walidai hawana mpango wa kuchukua miji mingine. Jeshi la Congo (FARDC) likarelax. Kumbe ilikua mbinu ya kivita. Ghafla M23 wakavamia na kuuteka mji wa Rutshuru wenye utajiri wa dhahabu, tin na Tungsten na mji wa Masisi wenye utajiri mkubwa wa dhahabu na cassiterite.

Mpango wa M23 ni kufika Kinshasa na kuuangusha utawala wa Rais Felix Tshisekedi. Madai ya M23 ni yaleyale ya siku zote, ambayo ni kulinda maslahi ya Watutsi waishio mashariki mwa nchi hiyo, kupambana na wanamgambo wa Kihutu wa FDLR (Interahamwe), na kutaka Banyamulenge watambuliwe kama raia halali wa Congo.

Mzozo wa mashariki mwa Congo umegharimu maisha ya mamilioni ya watu toka ulipoanza. Umoja wa Mataifa (UN) na Umoja wa Maendeleo Kusini mwa Afrika (SADC) umepeleka askari wa kulinda amani. Ikumbukwe askari hao hawapigani upande wa serikali wala wa waasi. Kuna watu wanadhani askari wetu wa JWTZ walioko Congo wanapigana upande wa jeshi la serikali (FARDC). Hapana. Hawapigani upande wowote. Wanalinda amani. Lakini ikitokea kuna upande unahatarisha amani utapewa haki yake ya kikatiba.

Kwa mfano, mwaka 2012 Umoja wa mataifa uliunda jeshi la kulinda amani Congo (MONUSCO). Ndani yake kulikua na brigedi maalumu ya kunyang'anya silaha makundi ya wapiganaji - Force Intervention Bregade (FIB). Brigedi hiyo iliundwa na askari kutoka Tanzania, Malawi, Afrika Kusini na Uruguay.

April 2012, M23 wakashambulia kambi ya FIB iliyokua mji wa Rutshuru na kuua askari watatu. Baada ya shambulio hilo, aliyekua Mkuu FIB, Jenerali James Mwakibolwa alipanga vikosi vyake kujibu mapigo. M23 walichakazwa vibaya ambapo zaidi ya askari 600 wa M23 waliuawa na wengi kujeruhiwa. Walipigwa bila huruma na kuachia miji yote waliyokua wameishikilia ikiwemo Rubaya, Kitchanga na Rutshuru. Askari 16 wa FIB nao walipoteza maisha.

March 2013, M23 walisalimu amri na Kiongozi wao Bosco Ntaganda akakimbilia Rwanda kujisalimisha kwenye ubalozi wa Marekani. Alipelekwa ICC akahukumiwa miaka 30 na sasa anatumikia adhabu yake gereza la Leuze-en-Hainaut lililopo Ubelgiji. Moja ya makosa ambayo Ntaganda anayajutia hadi leo ni kuingia kwenye 18 za FIB iliyokua inaongozwa na Jenerali James Aloizi Mwakibolwa.

Kumekua na jitihada mbalimbali za kumaliza mgogoro wa DRC kwa njia za kidiplomasia ikiwemo mkutano wa viongozi wakuu wa SADC na EAC uliofanyika leo jijini Dar.

1. Congo imeponzwa na ukarimu wake. Wakati wa vita vya Rwanda, Congo ilipokea Watutsi wengi na kuwapa hifadhi, akiwemo Kagame. Baada ya utawala wa Habyarimana kuangushwa Wahutu nao wakakimbilia Congo na kupewa hifadhi. Sasa hicho kimekua kigezo cha Rwanda kuingiza majeshi Congo kila mara kwa madai ya kuwatafuta Wahutu wa FDLR. Kwa lugha rahisi vita ya ndugu wawili (Wahutu na Watutsi) iliyopaswa kupiganwa Rwanda sasa inapiganwa Congo.

2. Congo inateswa na mipaka ya kikoloni. Laiti wakati wa kuchora mipaka jamii yote ya Watutsi ingewekwa Rwanda, leo kusingekuwa na Banyamulenge Congo, kwahiyo Watutsi wasingepata sababu ya kuishi Congo na kujifanya raia. Ni sawa na kukuta Wamasai 1,000 pale Longido, halafu uambiwe kati yao wapo wa Kenya. Utawajuaje? Utawatofautishaje?

3. Congo inateswa na rasilimali zake. Kama eneo la Kivu lisingekuwa na utajiri, mgogoro usingekuwa mkubwa kama ulivyo. Rejea #Part1 kujua utajiri uliopo Kivu. Kumbuka bila Kivu dunia haina laptop wala smartphones kwa sababu 80% ya coltan yote duniani inatoka Kivu.

4. Rwanda na Uganda ni Keyplayers kwenye mgogoro wa Congo. Kwa miaka mingi majeshi yao yameigeuza Congo shamba la bibi. Waondoe majeshi yao Congo.

5. Viongozi wengi wa M23 ni Wanyarwanda. Huu ni udhibitisho kuwa Rwanda ni kinara kwenye mgogoro huu.

6. Congo ni kubwa sana na hivyo inakosa jeshi imara la kutosha kulinda mipaka yake yote. Congo ni kubwa mara 90 ya Rwanda. Wapo wanaoshauri igawanywe kama njia ya kutatua mgogoro. Kama ambavyo Yugoslavia iligawanywa na kumaliza vita vya wenyewe kwa wenyewe.

7. Kiongozi wa sasa wa M23 Corneille Nangaa alikua Mwenyekiti wa tume ya uchaguzi 2019 na ndiye aliyemtangaza Tshisekedi kuwa Rais kwa ushindi wa 38%. Lakini alilaumiwa kupunguza kura za Martin Fayulu aliyepata 34%. Huenda kuna ahadi alipewa haikutimizwa ndio maana akaungana na Waasi.
