Ni swali jepesi ambalo karibia kila mtu anadhani ana jawabu sahihi lakini uhalisia ni kwamba asilimia kubwa ya watu wana jawabu lisilo sahihi… kila mtu atakueleza kwamba Vatican ni nchi inayojitegemea lakini hii ni robo tu au thelethi ya jawabu…

Leo nami niandike kidogo kuhusu eneo hili… na kwenye andishi hili fupi nitaeleza utambulisho wa Vatican ukoje kwa usahihi wake kabisa!

Ni katika kipindi hiki ambacho Papa aliteua eneo ndani ya nchi yake Papal State ambalo likajengwa *St. Peters Basilica*, kanisa kubwa zaidi duniani na lenye nakshi adhimu zaidi. Eneo hili ambalo St. Peters Basilica ilijengwa ni eneo fulani hivi la muinuko ambako hapo hapo pia yalijengwa makazi ya Papa kuishi.

Ikumbukwe kwamba katika kipindi hiki hiki cha uwepo wa himaya ya Papal State pia ilikuwa inapakana na Ufalme wa Italy (Kingdom of Italy) japo kila moja ilikuwa inajitegemea.

Japokuwa himaya hizi mbili zilikuwa jirani lakini kulikuwa na uhasama fulani kati yao. Hii ilifanya Papa kujenga ukuta mkubwa kuzunguka makazi yake ya kuishi na kanisa la St. Peters Basilica.

Kadiri miaka ilivyozidi kwenda uhasama kati ya Italy Kingdom na Papal State ulipanuka zaidi na ilifikia hatua Kingdom of Italy wakafanya uamuzi wa kuiteka Papal State na kuifanya makao makuu ya nchi yake (Rome ya sasa).

Wakati na baada ya uvamizi huu wa Kingdom of Italy kuteka Papal State, Papa mwenyewe alikuwa amejificha ndani ya makazi yake yaliyozungushiwa ukuta ambao nimeeleza awali.
Ikumbukwe kwamba hata kipindi hiki Kanisa Katoliki tayari lilikuwa na ushawishi mkubwa duniani kwa hiyo Kingdom of Italy walihofia kuingiza majeshi kwa nguvu ndani ya makazi ya Papa na kumkamata kuogopa umaarufu wao kimataifa kudondoka.

Kwa hiyo majeshi ya Kingdom of Italy yalibakia nje mwa kuta za Vatican kwa miaka mingi sana wakiamini kwamba iko siku Papa atakata tamaa na kujisalimisha.
Lakini hii haikufua dafu kwani miongo ilipita na Papa hakujisalimisha kwa kutoka nje ya kuta za Vatican. Takribani Mapapa watano kwa muda wa karibia miaka sitini waliishi ndani ya kuta za Vatican katika hali hii. Mapapa hao kwa majina yao walikuwa ni Papa Pius IX, Papa Leo XIII, Papa Pius X, Papa Benedict XV na Papa Pius XI.

Hali hii ilisababisha Mapapa kutotambua Kingdom of Italy na pia kulalamika mara kwa mara kwa jamii ya kimataifa kwamba wanaishi kama wafungwa ndani ya kuta za Vatican kutokana na ukandamizaji wa Kingdom of Italy na hofu waliyonayo kutoka nje ya kuta za Vatican.

Hii inatufikisha mpaka miaka ya 1920s wakati wa utawala wa Benito Mussolini akiwa Waziri Mkuu wa Italy.
Mussolini alichoshwa na malalamiko haya ya Papa na majibizano ya kila mara huku Papa bado akishikilia msimamo wa kutoitambua Italy

Mussolini mwanasiasa mahiri kama ajulikanavyo akaona fursa hapa ya kuandika jina lake kwenye vitabu vya historia.
Akapendekeza makubaliano maalumu kwa Papa. Kwamba atafanya yafuatayo;

1. Italy itatoa ardhi ya Vatican kwa Papa na iwe himaya/nchi iliyo chini ya utawala wa Papa.

2. Italy itatoa fedha kama fidia kwa Papa kutokana na manyanyaso ya miaka yote.

Mussolini alihitaji Papa kufanya yafuatayo;

1. Papa atambue Italy kuwa ni nchi.

2. Papa asijihusishe wala kutoa maoni yoyote kuhusu masuala ya kisiasa na vita.

Papa na Mussolini wakafikia makubaliano na mikataba ikasainiwa na hapa ndipo taifa dogo zaidi duniani likazaliwa, Vatican.

Vatican ikaanza kujiendesha kama taifa linalojitegemea kwa kuwa na sarafu yake, serikali yake, Polisi wake, jela yake (ndio kuna jela Vatican), Posta yake, Plate number zake, Passport zake na kadhalika na kadhalika.

Kabla sijaeleza chochote kuhusu Mfalme wa Vatican kwanza nieleze kuhusu The Holy See. Hili ni moja ya mambo magumu zaidi kuyaelewa kuhusu Vatican. Nitaeleza kwa lugha nyepesi na uchache ili tusipasue vichwa kwa mikanganyiko.

Kwa tafsiri nyepesi Holy See ni 'Throne' ya Papa (nakosa neno zuri la kiswahili, sipendezwi sana na tafsiri ya 'Kiti cha Enzi').
